About

Built in New Zealand, by people who have run a programme.

Harbor Tech Limited started because international offices were carrying a statutory duty of care on a spreadsheet, an inbox and one person's memory, and the software they were sold had not been built for homestay. Harbor is one system for the whole programme, with the evidence for the Code left behind by the work. 30+ schools have joined since May 2026.

How Harbor is built.

Plain English first

One to three sentences a tired person can act on. Detail comes after, or not at all.

The consequence before the action

"A concern opens a case." "Pay starts from the arrival date." You always know what a button will do.

Accessibility is the floor

WCAG 2.2 AA everywhere. Nothing important is hover only. Every colour on text passes.

The audit log is never rewritten

Every change is logged with who made it and when, and the log cannot be edited or deleted. An auditor sees what you saw.

Families never make an account

Parents, students and hosts work from secure links, often on a phone.

The school owns the workspace

Your logo, your name, your policies. Harbor sits second, and Harry answers in your voice.

The sector

Built with the offices that run international, for the offices that run it.

International education in New Zealand and Australia runs on small offices: a director, a coordinator, a homestay manager, and in many schools one person doing most of it. They answer for the wellbeing of teenagers a long way from home, and once a year for the Code, and the software they were sold was built for something else.

Harbor is built with the schools that use it. Directors, coordinators and homestay managers ask for things, and most of what they ask for is in Harbor within the week. Harbor is a New Zealand company; the person who sets up your school is the person who answers when you call.
